Description:
Scion are an ancient race of supremely gifted humans, they once served as the guardians and protectors for the human race, shielding them from the enemies they could not see or fight back against. Scion could easily be described as angels or demons as in their released stages they grow wings and some take on particularly demonic or angelic visages. It has become the sworn duty of Scions to fight and defeat hollows and other spirits which may wish to cause harm to humans, the fact that the Scion race is rather small has allowed them to escape detection from Soul Society which means that they have averted a situation similar to that of the quincys. However, over time the already slim number of Scion has slowly begun to dwindle with more and more either being killed or dying of old age, some Scion have even completely renounced their blood and turned their backs on their protective duties believing that defending the humans has nothing to do with them and that they should not have to put their lives on the line for people that they do not care for, any Scion who has decided to live his or her life in that way is seen as a cowardly outcast.

Scion are generally physically weak and lack the physical power of other soul classes, however they make up for this with their powerful energy based attacks which in raw power could very well be the most powerful energy based attacks there are, allowing a Scion control over even the elements. The release stages are what gives a Scion their true power giving them more power and enabling them access to more powerful attacks, these release stages can change the appearance of a Scion greatly, adding other limbs such as wings and tails or morphing their current limbs, though a transformation will never make the Scion look grotesque or unsightly. There is no specific way in which a Scion would act as their personalities tend to differentiate naturally, although most Scion are rather intelligent.

Rules:

Scion start with 50 spirit energy
Any stat above 10 will only count as 10 unless the Scion enters a release stage
Scion cannot perform spiritual attacks unless they have entered a release stage
The Scion release stages after stage 1 must be reposted for each individual Scion in the 'Post Feats' section, there can be any reasonable amount of release stages.
The Scion must create their own powers (of which there can be any number) in the 'Post Powers' section

Description: The most basic attack available to a Scion enabling them to fire a small but very fast bolt of spirit power at an opponent. The Scion can fire these bolts of energy at a rapid rate and can even add an elemental affinity to it.
Effects: 0.5xSprit Power
Force: 0.2xSpirit Power
Cost: 5

Feats:

Name: Scion Form: Stage One
Soul Class: Scion
Skill Requirements: None
Other Requirements: 100 Spirit Energy
Description: The transformation that is necessary for a Scion to make full use of their abilities, in this form all stats will be counted as their true value. A Scion in this stage recieves the smallest of changes to their physical appearance with their eyes changing colour.
Effects: Allows the Scion to use powers, removes the 'counts as 10' limit

It's a soul class focussed on 'magic' So I'm not going to disallow any member from having electric/fire etc. techniques.

Every soul class is Bleach is focused on "magic". I don't see anything in its description or general abilities that suggests power over the elements, but I do see some thing that suggest powers different from that

And I said, this is a rip off of my custom soul class. The history is very damn close, the rules are the same, the general abilities have the same concept. Please enlighten me how this is original anymore

However I did read the powers you posted and as far as I can tell, there's nothing in common, apart from the fact that they both have some form of release stage, and I'm pretty sure that doesn't make it a rip.

Additionally, regarding balance:
You say they are physically weak, but they're the same as every other soul class, except you gave them double the normal energy defense
Sneaking a couple of words about elemental control isn't a valid reason to have power over elements. Shinigami's zanpakuto can also have elemental themes and I won't stop people from having such, but no more than 1 element

If the 'actually human' qualifies something as a rip then Hogosha is a rip of Quincy, who I might add are also protectors of humans, and oh yeah they were all killed aswell -_-

Appearance altering with release stages happens with arrancar, does that mean that Hogosha has also ripped them? No, of course not, so why does that mean Scion are a rip of Hogosha?
Oh my they're spirit power focussed, surely that means they're a rip!? No, but that would once again be another similarity to Quincy on your part...
I gave full custom abilities because I like diversity, guess what...Shikai and Bankai
